I saw someone harvesting fennel stalks at the beginning of May. I thought that was a bit late; though the stalks were still more or less green the flower heads had dried completely and there was little green growth. Is there a culinary expert who can say when fennel is at its best?

In this photograph's bottom half, right hand side, background, out of focus, see the Oxalis leaves having their characteristic leaflets' love–heart shaped.
